RATE SCHEDULE "55" COINCIDENT PEAK

AVAILABILITY:
Available to all consumers located within the CEC service area subject to the established rules and regulations of Capital Electric Cooperative, Inc. (CEC). Members with loads exceeding 250 kW in capacity may be required to enter into a contract specific to their service to be eligible for the rate.

TYPE OF SERVICE:
Single or Three phase, 60 hertz, at available voltages.

MONTHLY RATE:
          Monthly Base Charge: $23.00

          Monthly Energy Charge: $0.03323/kWh (to be superseded by the current CPEC rate, plus line loss, plus tax)

          Monthly Demand Charge: $23.26/kW (to be superseded by the current CPEC rate)

          Grid Capacity Charge: $2.50/kW (based on the service’s highest peak in last 12 months)

DETERMINATION OF COINCIDENT PEAK (CP) BILLING DEMAND:
The (CP) billing demand shall be the maximum kilowatt (kW) demand established by the consumer for any period of 30 consecutive minutes that is coincidental to the Cooperative’s monthly kW billing peak as established by the Cooperative’s wholesale power provider. The demand shall be indicated or recorded by a demand meter, subject to adjustment for power factor. The system coincident demand is registered and reported by the wholesale supplier.

MONTHLY MINIMUM CHARGE:
The monthly basic service charge of $23.00 is required. In addition, a Grid Capacity Charge will be billed monthly and be based on the highest kW set by the service in the preceding 12 months (this includes the 11 months preceding the enrollment month). This is a rolling twelve months so each new bill that generates will incorporate the newest monthly peak demand reading while the oldest will fall off.

SERVICE REQUIREMENTS AND METERING:
The KV A requirement and transformer size will be determined by CEC. A cellular based meter capable of establishing consistent, reliable communications to CEC’s collector will be required.

POWER FACTOR ADJUSTMENT:
The consumer agrees to maintain as near unity power factor as practicable. CEC reserves the right to measure such power factor at any time. Should such measurements indicate that the average power factor is less than 90%, the demand for billing purposes shall be the demand as recorded by the demand meter multiplied by 90% and divided by the percent power factor. The average power factor shall be determined by dividing the kilowatt hours used during the month by the square root of the sum of the squares of the kilowatt hours used and the lagging kilovolt-ampere-hours supplied during the month.

MOTOR LIMITATIONS:
All single-phase motors in excess of 5 HP and three phase motors in excess of 15 HP may be required to be provided with adequate reduced voltage or current limiting starting equipment as recommended by various manufacturers. The consumer shall be required to contact CEC in order to determine whether the motor can be started across the line or to what value the starting current must be limited to.

It shall be the responsibility of all consumers to install phase failure equipment in multi-phase motor installations.

CONTINUITY OF PROGRAM AND PARTICIPATION:
The customer, having selected one rate schedule, will continue to be billed under such schedule for not less than 12 consecutive months unless there should be a material and permanent change in the customer’s use of service or in the terms offered by CEC. A Board-approved change to the rate schedule/policy will be considered a change in the terms offered by CEC.

An agreement, signed by the member, that outlines the terms and administration of the program will be required prior to participation.

TERMS AND CONDITIONS

The date this service will be enrolled is:

          a.  For the months of June through September the peak has historically been between 4pm and 8pm 98% of the time.

          b.  For the months of October through May, 66% of the peaks occur between 7am and 9am. 27% of the peaks occur between 6pm and
               9pm. The remaining 7% tend to slightly precede or follow these windows.
